Directs the Public Service Commission to establish a statewide telecommunications system providing audible universal information access service to persons who are visually impaired or unable to use print media.

Authorizes the Public Service Commission to contract for administration and operation of the audible access system.

Allocates one-fourth of one percent of current monthly maintenance surcharge revenues to fund the new audible access system.

Amends existing telecommunications relay service provisions for hearing and speech impaired persons to clarify funding mechanisms and reporting requirements.

Takes effect July 1, 2010.
