Changes the taxable wage base for employer unemployment contributions from $8,500 to $7,000 for January 1, 2010, then increases it to $8,500 beginning January 1, 2012, with a return to $7,000 on January 1, 2015 unless federal advance repayments are due

Requires employers to pay an additional assessment to cover interest on federal advances to the Unemployment Compensation Trust Fund, with the Revenue Estimating Conference calculating estimated interest by December 1 each year and assessments due by February 1

Allows employers to pay quarterly unemployment contributions for the first three quarters of 2010 and 2011 in installments for an administrative fee of up to $5, with no interest accruing if payments are made according to the specified schedule

Appropriates $903,462 from the Operating Trust Fund to the Department of Revenue and $643,862 from the Employment Security Administration Trust Fund to the Agency for Workforce Innovation to implement the act
