Defines "absent uniformed services voter" as members of uniformed services on active duty, Merchant Marine members, or their spouses/dependents who are absent from their voting residence due to military service.

Revises definition of "overseas voter" to include absent uniformed services voters outside the United States on election day, persons residing outside the United States qualified to vote in their last U.S. domicile, and persons who would be qualified to vote there except for their overseas residence.

Requires supervisors of elections to notify absent uniformed services voters and overseas voters of a free access system for checking absentee ballot status and to send absentee ballots no later than 45 days before each election.

Allows absent uniformed services voters and overseas voters to request absentee ballots by email or facsimile transmission in addition to mail, with voters able to designate their preferred delivery method.

Requires supervisors to email absent uniformed services voters and overseas voters who provide email addresses to confirm receipt of ballot requests, provide estimated mailing dates, and notify them when voted ballots are received.
