Defines "transit oriented development" as compact, mixed-use, pedestrian and bicycle-friendly projects served by existing or anticipated transit that reduce greenhouse gas emissions and vehicle trips.

Expedites comprehensive plan amendments creating transportation concurrency exception areas by exempting them from standard review processes and allowing use of alternative state review.

Requires phased developments to account for the time value of money when calculating subsequent phase mitigation, using present value based on fair market value and Consumer Price Index adjustments.

Allows landowners or developers of transit-oriented developments (100+ acres) or large-scale developments (500+ acres) to request local governments establish transportation concurrency backlog areas to satisfy proportionate-share contributions.

Exempts transit-oriented developments incorporated into county or municipal comprehensive plans from development-of-regional-impact transportation impact review, except in areas of critical state concern, the Wekiva Study Area, or within 2 miles of the Everglades Protection Area.
