Mandates that invitations to bid include notification informing vendors of the electronic submission option and any special conditions or procedures for electronic bids

Directs the Department of Management Services to adopt rules establishing procedures for electronic submission, receipt, and processing of competitive sealed bids

Exempts counties and municipalities without available high-speed Internet access until such access becomes available

Exempts counties and municipalities with populations under 25,000 from the electronic bidding requirements
