Replaces terminology "severe disability" with "significant disability" and "most significant disability" throughout vocational rehabilitation statutes to align with federal law.

Eliminates the "SMART Schools Clearinghouse" and consolidates its functions into the Office of Educational Facilities; removes obsolete references to related programs and commissions.

Updates cost per student station thresholds for School Infrastructure Thrift Program eligibility to January 2006 dollars ($17,952 for elementary, $19,386 for middle, $25,181 for high schools).

Repeals multiple obsolete programs including the Limiting Disabilities Program, Disability Assistance Program, Florida Schools of Excellence Commission, deregulated public schools pilot program, and occupational therapist/physical therapist shortage loan programs.
