Exempts emergency cease and desist orders from public records disclosure until made permanent, with specified exceptions for active investigations, licensee safety, personal financial information, confidential sources, reputation protection, and investigative techniques.

Makes insurance claim negotiation records of state agencies and political subdivisions confidential until termination of all litigation and settlement of all claims arising from the same incident.

Exempts title insurance agent complaint investigations and examination/investigation reports from public disclosure until formal administrative action is filed or investigation is completed, with carve-outs for certain sensitive information and ongoing investigations.

Protects proprietary business information (revenue, loss, expense data, customer identification) submitted by title insurance agencies and insurers from public disclosure while allowing aggregate industry data to be released publicly.

Creates new confidentiality provisions for department supervision proceedings and records of insurers, and makes all exemptions subject to the Open Government Sunset Review Act with automatic repeal on October 2, 2015 unless reenacted by the Legislature.
