Eliminates the Juvenile Justice Standards and Training Commission and transfers its duties to the Department of Juvenile Justice for overseeing staff development and training programs.

Requires the department to establish and maintain juvenile justice training academies, develop training curricula, establish training timeframes and job-related examinations, and approve training budgets and contractors.

Defines "department program staff" as supervisory, direct care, and support staff with direct contact with children in department-owned and operated delinquency programs, and establishes minimum employment qualifications including age 19 minimum, high school diploma, background check compliance, and criminal history restrictions.

Directs the department to design and implement basic, advanced, and career development training programs with competency-based examinations for department program staff and contract providers delivering direct care services.

Updates references in section 985.48 to replace the defunct Juvenile Justice Standards and Training Commission with the Department of Juvenile Justice regarding training criteria for juvenile sexual offender program staff.
