Revises criteria for homestead property transfers that do not constitute a change of ownership, including transfers between legal and equitable title and transfers to correct errors, and treats qualifying leasehold interests as equitable interests.

Provides that for publicly traded companies, ownership transfers occurring through buying and selling of shares on a public exchange do not constitute a change of ownership for nonhomestead residential and nonresidential property assessments, excluding mergers and acquisitions.

Establishes that recorded deeds or other instruments in public records serve as notice of change of ownership to property appraisers.

Requires the Department of Revenue to provide a form allowing property owners to notify all property appraisers of a change of ownership or control for all their properties statewide, with such notice constituting compliance with notification requirements.

Takes effect July 1, 2010.
