Establishes the "Chronic Obstructive Pulmonary Disease (COPD) Prevention and Education Act" to create a statewide program promoting public awareness and early diagnosis of COPD.

Requires the Department of Health to establish a COPD prevention, education, screening, and diagnosis program, including conducting a needs assessment of epidemiological data, public awareness levels, and available services.

Mandates the Department of Health coordinate an annual statewide summit on COPD with participation from medical experts, COPD organizations, health care providers, and persons with COPD.

Authorizes the State Surgeon General to accept grants, services, and property from federal, foundation, and organizational sources to fund the program and seek federal waivers to maximize available funding.

Takes effect July 1, 2010.
