Creates the "Florida Food Freedom Act" exempting producers who sell directly to end consumers at farmers markets, roadside stands, or farm-based sales from food permit requirements under section 500.12, Florida Statutes.

Prohibits state and local agencies from requiring licensure, certification, or inspection when there is only one transaction between a producer and end consumer for food intended for home consumption.

Requires persons selling food directly to end consumers to be trained and certified consistent with Conference for Food Protection standards for Food Protection Manager Certification Programs.

Redefines "dealer" in egg and poultry sales to apply only to producers with flocks exceeding 3,000 birds or those producing more than 20,000 pounds of dressed poultry per calendar year, replacing previous weekly thresholds.

Takes effect July 1, 2010.
