Creates section 318.195, F.S. to establish enhanced penalties for noncriminal traffic infractions or violations causing serious bodily injury to motorcyclists, bicyclists, pedestrians, or other vulnerable road users: $1,000 fine and minimum 90-day license suspension.

Increases penalties to $2,500 fine and minimum 2-year license revocation if the traffic violation causes death, plus mandatory 12-hour driver improvement course and 120-240 community service hours as ordered by court.

Grants victims of crashes causing death or serious bodily injury and their lawful representatives the right to be informed, present, and heard at all crucial stages of judicial proceedings, with state attorney required to consult victim regarding case disposition.

Preserves authority to charge, convict, or punish offenders for any other violations of law in addition to the enhanced penalties under this section.

Takes effect July 1, 2010.
