SB 1924 Summary

• Expands Florida business preference in state contract awards to include construction services in addition to personal property purchases.

• Allows agencies, counties, municipalities, school districts, and political subdivisions to grant preference to Florida vendors equal to the preference granted by other states to their own vendors when the lowest bid is from an out-of-state business.

• State preference authority supersedes local ordinances or regulations that grant preference to bidders based on maintaining a local business office, local principal place of business, or payment of local taxes.

• Preserves the ability of counties, municipalities, school districts, and other political subdivisions to award contracts to any bidder under applicable state laws or other local ordinances not preempted by this section.

• Effective July 1, 2010.
