Requires all applications for comprehensive plan amendments or development orders to include a public participation plan implemented prior to the initial public hearing

Public participation plan must identify affected residents and property owners, notify them of the application, inform them of the proposal substance, and provide opportunity to discuss concerns with the applicant before the public hearing

Applicant must determine target notification area in consultation with local government, including at minimum property owners in the public hearing notice area, homeowners associations, and registered interested parties

Applicant must submit a written report detailing public participation techniques used, attendance numbers, mailings distributed, summary of concerns raised, and how the applicant addressed or declined to address those concerns

Local governments must incorporate these minimum public participation requirements into their land development regulations; existing public participation ordinances remain in effect until amended to comply with this section
