Authorizes the Northwest Florida and Suwannee River Water Management Districts to use Water Protection and Sustainability Program Trust Fund moneys for regional water supply planning, water resource development, and water resource projects including springs protection

Revises basin board membership rules to allow district governing board chairs to designate voting members to basin boards, with designated members serving as chair or rotating co-chairs and counted for quorum purposes

Changes Manasota Basin Board composition effective July 1, 2010 to include two members from Manatee County, two from Sarasota County, and one district governing board member designated by the chair

Exempts cooperative funding programs from Chapter 120 rulemaking requirements while maintaining administrative hearing rights for parties whose substantial interests are affected

Allows local governments to adopt ordinances implementing landscape irrigation restrictions set forth in water management district rules or orders to address water conservation in water resource caution areas
