Requires the Department of Health to deny, revoke, suspend, or refuse to issue/renew permits or certificates for applicants convicted of or pleading guilty/nolo contendere to Medicaid fraud felonies (s. 409.920 or s. 409.9201), unless conviction occurred more than 5 years before application date.

Mandates the Office of Insurance Regulation revoke health insurers' certificates of authority upon conviction of Medicaid fraud felonies, with the same 5-year exception, and defines "health insurer" to include insurance companies, health maintenance organizations, and prepaid health clinics.

Requires the Department of Financial Services to deny, revoke, or suspend health insurance agency licenses for agencies or controlling persons convicted of Medicaid fraud felonies, unless conviction occurred more than 5 years prior.

Requires the Office of Insurance Regulation to deny, revoke, or suspend certificates of authority for prepaid health clinics convicted of Medicaid fraud felonies under the same 5-year exception.

Requires the Agency for Health Care Administration to deny, revoke, or suspend health care provider certificates for health maintenance organizations or applicants convicted of Medicaid fraud felonies, with the 5-year exception applying, and clarifies that fine provisions do not apply to organizations with Medicaid fraud convictions.
