Establishes the Talent and Economic Advancement Matching Grant Program within the Department of Education, administered by the Office of Student Financial Assistance, to fund educational programs in science, technology, engineering, mathematics, allied health, and high-skill occupations through public-private partnerships.

Allows businesses to partner with independent schools to identify talent needs and provide educational grants up to $2,000 per year per student, with the state matching private-sector contributions on a dollar-for-dollar basis.

Requires participating schools to provide an additional matching dollar in tuition reductions or scholarships for every state dollar provided to veterans and military-connected students (active duty military spouses and children).

Authorizes a corporate income tax credit equal to 100 percent of eligible business contributions to the program, capped at 75 percent of the business's state tax liability, with allowances for consolidated returns and credit rescission procedures.

Requires the Office of Student Financial Assistance to annually report to the Legislature on participating businesses and students, educational programs offered, and unmet funding requests.
