Establishes a new budget procedure requiring clerks of court to submit proposed budgets to the Florida Clerks of Court Operations Corporation limited to court-related functions on a standardized list, with maximum annual budget caps set by the Legislative Budget Commission.

Grants the Legislative Budget Commission authority to review and approve or disapprove budgets for the Florida Clerks of Court Operations Corporation and combined budgets of all clerks of court, with certification due by October 15 each year.

Requires clerks to remit court-related fines, fees, service charges, and costs exceeding their approved budget to the Department of Revenue's Clerks of the Court Trust Fund, while retaining a 7 percent service charge on filing fees for budget purposes.

Limits court-related functions that clerks may fund to those expressly authorized by law or court rule, including case maintenance, records management, court preparation, appeals processing, and collection of fines and fees, while prohibiting funding for non-court functions, enhanced services, and local optional programs.

Requires the Chief Financial Officer to contract with and oversee the corporation's budget review and certification process, and authorizes temporary loans from the State Treasury if projected trust fund revenue falls below 98 percent of appropriated amounts.
