Exempts behavioral health service providers from participating in community-based managing entities if they can demonstrate capacity to fulfill required goals and essential elements independently within their judicial circuit or designated geographic area

Amends section 394.9082, Florida Statutes, governing behavioral health managing entities that contract with the Department of Children and Families for mental health and substance abuse services

Managing entities remain responsible for operational oversight of behavioral health service delivery and data collection for contracted services funded by the department

Geographic service areas must have sufficient population and public funding to allow flexibility and maximum efficiency in behavioral health service delivery

Effective date: July 1, 2010
