Authorizes circuit courts to set preadjudicatory release conditions for juveniles charged with felonies or who have prior delinquent acts, including prohibitions on weapons, drugs, alcohol, and contact with victims

Expands criteria for placing juveniles in secure detention care, including when a child absconds from home or nonsecure detention, violates release terms, or commits new offenses while awaiting placement in a residential facility

Allows children to be held in secure detention until trial concludes if they intentionally fail to appear in court; parents or guardians who knowingly prevent a child from appearing may be held in contempt

Permits counties to establish juvenile crime prevention funds through court costs of up to $50 assessed against juveniles found guilty of delinquent acts, with funds used for crime prevention programs, consequence centers, and truancy programs

Grants courts explicit authority to determine commitment levels for juveniles, allowing judges to order different restrictiveness levels than recommended by the Department of Juvenile Justice while requiring reasons for disposition be stated on the record
