CS for SB 2018 - Florida Keys Area

• Authorizes issuance of bonds up to $200 million (limited to $50 million per fiscal year) to finance sewage collection, treatment, and disposal facilities in the Florida Keys Area, managed by the Department of Environmental Protection for financial assistance to local governments.

• Revises the removal process for Florida Keys' designation as an area of critical state concern to require completion of all work program tasks including wastewater facilities and onsite sewage system upgrades by December 31, 2015, with local government recommendations and administrative review instead of judicial review.

• Requires onsite sewage treatment systems in Monroe County to meet strict effluent standards (CBOD5 of 10 mg/l, suspended solids of 10 mg/l, total nitrogen of 10 mg/l, total phosphorus of 1 mg/l) by December 31, 2015, or cease discharge entirely.

• Establishes discharge requirements for wastewater facilities in Monroe County, with larger facilities (≥100,000 gallons per day) meeting more stringent standards (CBOD5 of 5 mg/l, suspended solids of 5 mg/l, total nitrogen of 3 mg/l, total phosphorus of 1 mg/l).

• Adds new guiding development principles for the Florida Keys emphasizing wastewater management, water quality protection, and proper operation of central sewage and onsite systems.
