Creates the Office of Federal Revenue Maximization within the Governor's Office of Policy and Budget to respond to federal grant opportunities and coordinate use of federal funds in the state.

Requires state agencies to submit federal grant requests and budgets to the Office of Federal Revenue Maximization for review and approval before submitting to federal authorities, with exceptions for pre-authorized grant types.

Mandates the Office of Federal Revenue Maximization and Office of State-Federal Relations to submit annual reports by February 1 to the Governor, Legislature, and Legislative Committee on Intergovernmental Relations detailing their federal funding efforts.

Grants the Chief Financial Officer, Governor's Office of Federal Revenue Maximization, Legislature, and Legislative Committee on Intergovernmental Relations direct access to the staff of the Office of State-Federal Relations located in Washington, D.C.

Removes the Department of Environmental Protection's duties as the state's single point of contact for federal executive order responsibilities and eliminates its administration of the Florida State Clearinghouse for reviewing federal grant applications.
