Establishes a school-to-work program that may operate in any school district, Department of Juvenile Justice facility, or charter school, with participating schools required to serve at-risk students and enter into formal written agreements with the State Board of Education.

Creates the Florida Endowment Foundation for Florida's Graduates as a nonprofit corporation governed by a 14-member board of directors, including representatives from business, state agencies, legislative caucuses, and commissions on African-American and Hispanic affairs.

Establishes an endowment fund funded by legislative appropriations, bequests, gifts, grants, and donations, with investment income used for planning, research, policy development, and funding of school-to-work transition programs and job training initiatives.

Requires the foundation board to conduct annual audits, submit annual reports to the Governor and Legislature by January 1, and assess program results through reviews and longitudinal studies of participants.

Directs the Department of Education to adopt rules to administer the act, effective July 1, 2010.
