Direct the Department of Environmental Protection to contract with the National Academy of Sciences to review and evaluate scientific and technological issues related to establishing numeric nutrient criteria for Florida surface waters.

Require the Department of Environmental Protection and Department of Agriculture and Consumer Services to evaluate sources and quantities of nitrogen and phosphorous nutrients in the state's surface waters.

Direct the Department of Environmental Protection to report findings to the Governor and Legislature by January 31, 2011, identifying issues needed to implement an orderly process for nutrient source control and achieve water quality standards.

Authorize the report to include data on specific nutrient sources, regional quantity estimates, costs, available technologies, management practices, and implementation timing.
