Legislature finds that federal laws requiring mandatory state spending threaten state sovereignty under the Tenth Amendment and fiscal security of Florida.

State is not bound by federal laws requiring expenditures unless the federal government appropriates sufficient funds or authorizes a new state funding source unavailable as of June 30, 2010.

Exempts federal laws with insignificant fiscal impact, defined as an amount not exceeding the state's average annual population multiplied by 10 cents.

Attorney General is directed to enforce the state's rights under this section and the Tenth Amendment to the United States Constitution.

Effective date is July 1, 2010.
