Creates a public-records exemption for information held by the Office of Financial Regulation during investigations of consumer collection agency violations under part VI of chapter 559, Florida Statutes.

Defines "personal financial information" to include details about consumer income, expenses, debt, financial transactions, and assets or liabilities.

Exempts investigative information from disclosure while investigations are active, but allows sharing with law enforcement and other administrative agencies; information becomes public once investigation concludes unless disclosure would jeopardize ongoing investigations, reveal personal identifying information of non-complainant consumers, expose confidential sources, reveal investigative techniques, or disclose trade secrets.

Permits disclosure of complainant personal identifying information after investigation completion, but keeps complainant personal financial information permanently confidential and exempt.

Subjects the exemption to the Open Government Sunset Review Act and requires legislative reenactment by October 2, 2015, to prevent repeal; takes effect contingent upon CS for SB 1702 or similar legislation becoming law.
