Creates a public-records exemption for information held by the Office of Financial Regulation during investigations of debt relief organizations under part II of chapter 559, Florida Statutes.

Defines "personal financial information" to include details about debtors' income, expenses, debt, financial transactions, and assets or liabilities.

Allows the office to disclose exempt information to law enforcement or other administrative agencies for official duties, and makes information no longer exempt once investigation is completed or ceases to be active, unless disclosure would jeopardize other active investigations, reveal debtor identifying information, expose confidential sources, reveal investigative techniques, or disclose trade secrets.

Exempts a complainant's personal identifying information from confidentiality once an investigation concludes, but keeps complainants' personal financial information confidential.

Subjects the exemption to the Open Government Sunset Review Act and requires the Legislature to reenact it by October 2, 2015, or it automatically repeals.
