Prohibits counties from enforcing ordinances that restrict bona fide farm operations on agricultural land if the activity is already regulated by state or federal agencies through best management practices or permits.

Exempts bona fide farm operations from county stormwater management assessments and fees unless the county adopted such ordinances before March 1, 2009 and provides credits for implementing best management practices.

Requires applicants for development permits on land contiguous to agricultural land to sign an "Acknowledgement of Contiguous Sustainable Agricultural Land" that must be recorded in county records.

Expands exemptions from building codes and fees to include farm fences and nonresidential farm buildings, with exceptions for floodplain management regulations.

Allows agricultural product sellers who are not natural persons to qualify for business tax receipt exemptions and expands allowable open burning materials in agricultural operations to include wood pallets and packing material.
