Creates the Conserve Florida Clearinghouse and Conserve Florida Clearinghouse Guide to provide water conservation programs, practices, and technical assistance to public water supply utilities.

Establishes a standardized water conservation planning process and requires utilities developing goal-based water conservation plans to submit them to the appropriate water management district for approval.

Water management districts must approve goal-based plans if the utility demonstrates the plan will achieve cost-effective water conservation resulting in reasonable water demand considering the utility's unique circumstances and service area.

Specifies that approved goal-based water conservation plans satisfy consumptive use permit requirements; if plans fail to meet stated goals, utilities must revise the plan or adopt standard water conservation requirements.

Deletes an obsolete provision requiring the Department of Environmental Protection to submit a report by December 1, 2005, and takes effect July 1, 2010.
