Repeals sections 381.0404 (Center for Health Technologies), 381.85 (Florida Biomedical and Social Research Act), 381.912 (Cervical Cancer Elimination Task Force), 381.92 and 381.921 (Florida Cancer Council and related provisions)

Removes the Florida Cancer Council from the advisory council of the Florida Center for Universal Research to Eradicate Disease, renumbering remaining council member positions

Transfers cancer research program goals from the repealed section 381.921 directly into section 381.922, establishing three priority areas: expanding cancer research capacity in the state, improving research and treatment through clinical trial participation, and reducing cancer impact on disparate populations

Maintains funding mechanism for the William G. "Bill" Bankhead, Jr., and David Coley Cancer Research Program at 2.5 percent of Health Care Trust Fund revenue (not to exceed $25 million) for fiscal year 2009-2010, with up to 10 percent allowed for administrative expenses

Takes effect July 1, 2010
