Allows institutions eligible for the William L. Boyd, IV, Florida Resident Access Grant Program to impose convenience fees on credit card payments for tuition and student charges, provided the fee does not exceed the actual cost charged by the credit card company to the institution.

Prohibits legal action against state universities for student government actions or decisions unless the university makes those decisions final and they violate state or federal law.

Authorizes state universities and community colleges to waive tuition and fees for full-time public school classroom teachers for up to 6 credit hours per term in undergraduate courses related to special education, mathematics, or science on a space-available basis.

Requires the State Board of Education to adopt rules prescribing the process for course approval by the Department of Education for the teacher tuition waiver program.

Effective date: July 1, 2010.
