Expands staff training requirements at facilities serving individuals with developmental disabilities to include detection and reporting of abuse, neglect, exploitation, and abandonment, not just sexual abuse.

Establishes comprehensive reporting requirements for schools when students with disabilities are restrained or secluded, including incident reports within 24 hours and parent notification before end of school day.

Requires child care facility personnel to complete training on developmental disabilities including autism spectrum disorder and Down syndrome, with focus on early identification, classroom integration, and positive behavioral supports.

Prohibits use of mechanical restraints that restrict breathing and seclusion in unsafe rooms that do not meet State Fire Marshal standards for time-out rooms.

Directs the Department of Education to incorporate curriculum on developmental disabilities into teacher continuing education requirements beginning in the 2010-2011 school year without increasing total required training hours.
