Establishes the Physician Workforce Advisory Council with 19 members to assess physician workforce needs and creates graduate medical education innovation pilot projects funded by state appropriations to address specialty and geographic shortages.

Expands temporary physician licensure certificates for retired military physicians and those practicing in critical need areas, with application fees of $300 and potential fee waivers for volunteer, uncompensated care.

Requires home health agencies to implement comprehensive staffing standards including director of nursing qualifications, home health aide training and competency evaluation programs, and detailed patient rights protections and service agreements.

Transfers administration of federally qualified health center access program from Department of Health to Agency for Health Care Administration, with the Florida Association of Community Health Centers assuming administrative costs and developing a statewide assessment every 5 years.
