Requires agencies to indicate in rule development notices whether proposed rules may adversely impact small businesses and notify the Small Business Regulatory Advisory Council if adverse impacts are identified.

Allows the Small Business Regulatory Advisory Council to propose regulatory alternatives to agencies within 44 days of receiving the statement of estimated regulatory costs, with agencies required to either adopt alternatives or provide written statements explaining rejection.

Extends the filing period for rules from 21 days to 45 days when estimated regulatory costs statements are prepared or revised, and extends the period for challenging proposed rules to 44 days after such statements are made available.

Requires agencies to include in their small business impact analysis the basis for not implementing alternatives that would reduce adverse impacts on small businesses.

Modifies licensing procedures to allow agencies to establish by rule the time period for applicants to submit additional information requested during the application review process, and requires written requests to receive notice of license application decisions.
