Amends section 1002.72, Florida Statutes to make permanent the public records exemption for children's records in the Voluntary Prekindergarten Education Program held by early learning coalitions, the Agency for Workforce Innovation, or program providers.

Exempts from public disclosure assessment data, health data, teacher observation records, and personal identifying information of enrolled children and their parents.

Permits release of confidential records to federal auditors, research institutions, accrediting organizations, emergency responders, the Auditor General, courts with valid subpoenas, and interagency partners implementing the program.

Requires agencies receiving confidential records to protect them to prevent personal identification of children or parents by unauthorized persons.

Removes the scheduled repeal date (October 2, 2010) that would have terminated the exemption under the Open Government Sunset Review Act, making the exemption permanent.
