Creates section 877.28, Florida Statutes, prohibiting transportation, concealment, harboring, or encouragement of illegal aliens with knowledge or reckless disregard of their unlawful status.

Establishes criminal penalties: first-degree misdemeanor for basic violations; third-degree felony if done for commercial advantage or private financial gain; second-degree felony if great bodily harm is caused or risked.

Requires each illegal alien involved to constitute a separate offense, allowing multiple charges for a single criminal episode.

Establishes a rebuttable presumption that an alien is illegal upon verification by a federal immigration enforcement agency representative.

Directs the Attorney General to negotiate a memorandum of understanding with the U.S. Department of Homeland Security to designate state law enforcement officers to perform immigration officer functions, with required federal law training and knowledge.
