• Authorizes the state, counties, and municipalities to use traffic infraction detectors (camera systems) to enforce red light violations on streets, highways, and state roads, with violators receiving a $158 penalty notice before any citation is issued.

• Establishes the "Mark Wandall Traffic Safety Program" requiring vehicle owners to be notified within 30 days of violations and given 30 days to pay or submit an affidavit; unpaid violations result in traffic citations issued by mail.

• Prohibits points from being assessed against driver's licenses for red light violations enforced by traffic infraction enforcement officers, and prohibits using such violations for insurance rate-setting purposes.

• Requires cameras to photograph only the rear of vehicles and must capture both the license plate and traffic control device, with signage mandating public notification of camera enforcement locations.

• Preempts camera regulation to the state level, requires weekly remittance of collected penalties to the State Treasury, and mandates counties and municipalities submit annual reports through December 31, 2017.
