Authorizes the City of Clearwater to use filled upland portions of Memorial Causeway property (granted under 1925 law) for recreational and commercial working waterfronts as defined in Florida Statutes section 342.07

Requires submerged portions of the granted property to continue use as provided in the 1925 special act and chapter 2007-312, with all revenue funding water-related public activities

Releases filled upland property west of the west bridge's east abutment from reversion rights if development complies with the Florida Coastal Management Program, Waterfronts Florida Program, city comprehensive plan, city code, and applicable law

Preserves the City of Clearwater Charter requirement for referendums on waterfront property use and requires voter approval for any lease/license over 30 years, sale, transfer (except utility easements), or changes to public land use designations for the Clearwater Beach Marina property
