Creates the Services for Children with Developmental Disabilities Task Force, composed of legislators, state agency directors, and disability advocacy representatives, to develop recommendations and a plan for the Developmental Disabilities Savings Program by April 2, 2012

Establishes the Developmental Disabilities Savings Program allowing parents and grandparents to make advance payments for eligible services for children under 22 with developmental disabilities through contract plans

Defines eligible services to include respite care, rehabilitation, assistive technology, health services, housing support, education, and employment assistance for individuals with developmental disabilities

Requires the program to obtain a written opinion from securities counsel and a private letter ruling from the Internal Revenue Service confirming tax-deferred status before implementation

Specifies the program is not a guarantee of Medicaid eligibility, permanent services, waiver program enrollment, or other state or federal assistance for beneficiaries
