Applies a 10-percent scale tolerance to weight limits for vehicles on non-Interstate highways, except when vehicles exceed posted road or bridge weight limits and except for cranes.

Fines for total gross weight violations are based on the amount by which actual vehicle weight exceeds the allowable maximum weight plus the scale tolerance.

Vehicles exceeding gross or external bridge weight limits by more than 6,000 pounds must be unloaded, with the owner or operator responsible for the unloaded material.

Vehicles equipped with fully functional idle-reduction technology may have penalties reduced by the certified weight of the technology or 400 pounds, whichever is less, if the operator provides written certification and demonstrates the technology is fully functional.

Effective date is July 1, 2010.
