Creates Part VII of Chapter 373, Florida Statutes establishing comprehensive water supply policy, planning, production, and funding framework with provisions for water management district powers, regional water supply planning, and alternative water supply development.

Requires water management districts to conduct regional water supply planning based on 20-year planning periods, including quantification of water supply needs, identification of water supply development project options, and funding strategies.

Establishes funding formula for distributing state Water Protection and Sustainability Program funds to water management districts for alternative water supply development: 30% South Florida, 25% Southwest Florida, 25% St. Johns River, 10% Suwannee River, and 10% Northwest Florida districts.

Authorizes creation of regional water supply authorities through interlocal agreements to develop, store, and supply water for county or municipal purposes, with power to levy ad valorem taxes not exceeding 0.5 mill upon voter approval.

Repeals existing water supply planning and development statutes (sections 373.0361, 373.0391, 373.0831, 373.196, 373.1961, 373.1962, and 373.1963) and amends multiple statutes to conform cross-references to new Part VII provisions; effective July 1, 2010.
