Proposes constitutional amendment to Article IV, Section 4 requiring the Chief Financial Officer to establish and maintain uniform accounting of state and local government funds across all branches, agencies, universities, colleges, school districts, water management districts, and other governmental entities

Designates collection, maintenance, and availability of accurate, verifiable, and auditable financial information as a paramount state duty

Grants the Chief Financial Officer authority to supervise all accounting matters for covered entities, with exceptions allowed by law

Authorizes the legislature to impose financial or budgetary restrictions as enforcement mechanisms to ensure compliance with accounting procedures and financial requirements

Requires submission of the amendment to Florida voters for approval at the next general election or earlier special election
