Expands the definition of "transportation project" to include seaport projects approved under s. 311.07, allowing them to qualify for economic development funding under s. 288.063

Designates seaport commerce as a target industry and requires Enterprise Florida, Inc. to include in its annual report a description of state efforts to attract and preserve entities engaged in movement of goods between Florida and international markets

Increases minimum annual funding from the State Transportation Trust Fund for the Florida Seaport Transportation and Economic Development Program from $8 million to $30 million

Requires the Seaport Transportation and Economic Development Council to submit an annual list of projects that can be made production-ready within 5 years, and prohibits the Department of Transportation from requiring specific projects to be funded

Requires the council to allocate appropriations to approved projects that will improve the movement and intermodal transportation of cargo or passengers in commerce and support Florida ports
