Petitions Congress to call a constitutional convention under Article V to consider amending the U.S. Constitution to limit congressional terms to 12 consecutive years for Representatives and Senators.

Prohibits any person from appearing on the ballot for re-election to Congress who will have served 12 consecutive years by the end of their current term, including those who would have served that length but for resignation.

Restricts the convention's scope strictly to consideration of the proposed congressional term limits amendment, preventing expansion to other constitutional amendments.

Establishes this application as a continuing petition that remains in effect until two-thirds of state legislatures submit similar applications and the convention is convened.

Directs copies of the memorial to the President, Vice President, Speaker of the House, all Florida congressional delegation members, and presiding officers of every state legislature.
