Establishes legislative intent to support the Jobs for Florida's Graduates (JFG) program, which provides paid internships and skills training to at-risk youth ages 16-18

Requires JFG to submit a proposal by September 1, 2010 to the Florida Endowment Foundation for Florida's Graduates for a statewide summer youth employment program with at least 8-week internships and annual reporting to the Legislature

Designates the Florida Endowment Foundation for Florida's Graduates as the fiscal agent for the JFG program

Reduces the Alcoholic Beverage and Tobacco Trust Fund deposit from 2 percent to 1.85 percent of monthly excise tax collections on alcoholic beverages, with 6.95 percent of net collections directed to fund the youth summer employment program

Increases excise taxes on malt beverages from 48 cents to 56 cents per gallon in bulk and from 6 cents to 7 cents per pint in containers, and creates tax credits of up to $2,400 annually per qualified youth internship and up to $5,000 per postsecondary education scholarship for participating businesses
