Requires Department of Environmental Protection and water management district rules on mitigation banks to provide preference for mitigation bank use consistent with federal regulations (33 C.F.R. s. 332.3(b)(2))

Directs the department to adopt by rule a uniform mitigation assessment method for wetlands and surface waters that becomes binding and supersedes conflicting local ordinances and variance procedures

Establishes a formal assessment determination process allowing property owners to obtain binding assessments for potential mitigation bank establishment, valid for up to 5 years if conditions remain unchanged

Permits water management districts to issue formal assessment determinations as final agency action without separately adopting the rule under Florida's Administrative Procedure Act (s. 120.54)

Requires the department to provide training and guidance on application of the uniform mitigation assessment method to ensure consistency across the state
