SB 2250 - Florida Financial Management Information System

• Creates Agency for Enterprise Business Services within Department of Financial Services as a separate budget entity headed by Governor and Cabinet acting as Financial Management Information Board, with an executive director appointed by Governor requiring Cabinet confirmation.

• Establishes Enterprise Financial Business Services Council as advisory body with representatives from subsystem enterprise business owners, state agencies, Attorney General, and Commissioner of Agriculture to meet at least 12 times annually.

• Adds Revenue and Tax Collection, Processing, and Distribution Subsystem (System for Unified Taxation) as new functional information subsystem under Department of Revenue control.

• Renames Florida Accounting Information Resource Subsystem to Financial Management Subsystem and replaces "functional owner" terminology with "enterprise business owner" throughout the system.

• Requires annual Enterprise Financial Business Strategic Plan and operational plan submission to Governor and Legislature, with agencies required to migrate duplicate financial business systems to state system by July 1, 2014, and repeals previous coordinating council and design staff provisions.
