Eliminates the authority of legislative committee members to administer oaths and affirmations to witnesses, while creating a new requirement that persons addressing committees take an oath or affirmation of truthfulness before speaking.

Requires the chair or any committee member to administer the oath or affirmation using the form "Do you swear or affirm that the information you are about to share will be the truth, the whole truth, and nothing but the truth?"

Exempts children from the oath requirement if the committee chair determines the child understands the duty to tell the truth, though committees may require it if deemed necessary.

Establishes criminal penalties: third-degree felony for any person making false statements under oath before a committee; second-degree felony for subpoenaed witnesses making false statements.

Authorizes the Senate and House to require a signed appearance form in lieu of an oral oath, with the form serving as a written affirmation subject to the same penalties for false statements.
