Urges Congress to repeal Section 511 of the Tax Increase Prevention and Reconciliation Act (TIPRA), which requires governments with annual budgets exceeding $100 million to withhold 3 percent federal tax on payments for most goods and services.

Argues the withholding requirement is an unfunded mandate that increases operating costs for state and local governments, resulting in reduced funding for critical public services.

States the 3 percent withholding burden negatively impacts small businesses in Florida's economy and dilutes the value of taxpayer dollars.

Directs the Florida Legislature to support passage of H.R. 275 or S. 292, or similar legislation pending before the 111th Congress, to eliminate the withholding requirement.

Requires copies of the memorial to be sent to the President, Congressional leadership, and all Florida members of Congress.
