Authorizes Medicaid payment for hospital outpatient services provided under the direction of licensed advanced registered nurse practitioners, in addition to physicians and dentists

Maintains the existing $1,500 per state fiscal year limit on hospital outpatient services per Medicaid recipient

Exempts Medicaid recipients under age 21 from the $1,500 annual limit, with medical necessity as the only limitation

Creates a new exemption from the $1,500 limit for Medicaid recipients of any age receiving care in community-based clinics of publicly owned hospitals

Effective date of July 1, 2010
